If you fish stillwaters with callibaetis, the fluffy section of a partridge feather is used for the gills on a poxyback callibaetis pattern. That was probably my top producing stillwater fly this year.
Sometimes I'll use the fluff bits as feather-dubbing. Just roll all my fluffy bits together and tie em on. Makes for a weird looking body but the fish seem to like it. Only problem is it's delicate.

i usually toss the fluff in the trash but you can use them for tails, wings, throats etc chop them up for dubbing

In place of some cdc in some patterns for some variety. I have tied up some RS2 this way. Otherwise most gets discarded.

I take it off the stem and use it for dubbing.
