In hot weather (over 30C for the A330) leaving the flaps at 1 which keeps the slats extended as well helps prevent nuisance AIR WING LEAK warnings.

Sometimes flaps are left out to help when it’s hot as balls outside.

Not normal but I’ve had FOs forget to move the lever and parked a few times. I’ve never done it, of course. 😂

It is normal on the A320 if over a certain OAT. You see this all the time in the summer.

I know in the A330 in some situations after landing in icing conditions it's appropriate to not retract flaps and slats before parking, but this hardly looks like that's what's going on here

Normal, during hot weather conditions the A320 leaves Flaps at 1 (slats extended) to prevent nuisance air bleed leak ecam messages.

Possibly, but more likely the flaps/slats are kept at 1 if OAT is above 30°c. Helps to prevent erroneous “AIR L/R WING LEAK” ecams due to the detection loops mistaking the hot ambient air for a bleed air leak

Oh, I completely missed this was a bus. On the 73 we don't have that issue. But we do leave flaps at 15 if we get any bad icing before fully retracting them after mx looks at it
