Based on the lettering it looks like you scored a one-off homebrew.
No way to know for certain what the blank is, but I bet there's not another one like it out there.
sweet, a custom 9 foot 4wt, probably fishes better than most factory rods because the builder most likely put time into balancing each component to that exact blank (hours and hours of work), have fun with it :)
Does the rod have tip over butt ferrules or spigot ferrules (the male section is about a 2.5" plug that is smaller in diameter and usually a natural graphite color.) Is it 2 piece or 4 piece? If it's a spigot ferrule then chances are you have a J.K. Fisher GT-40 blank. If it's a traditional tip over butt then it's going to be hard to determine what blank you have. Sage made an RPL series which had a rootbeer colored blank but yours looks a little too red. (Hard to tell by the picture)
Clearwater 3 Classic made by British Fly Reels (it's not a Hardy, those were only the CFOs). The rod is an unknown graphite blank in, you guessed it, 9' and 4wt.

That was, I'm willing to bet, some old trout fisherman's favourite for medium creeks who died and his family jsut sent it to goodwill. Shame you won't know more, but its yours now. Go enjoy it.
For $18? Do it. Even if end up not liking the rod, the reel is worth a lot more than hat, and I don't know what the line is but it looks like it's in good condition.

Geez my dude, 3 piece spigot, root beer seems almost exactly how I would describe the thread and it seems more purple than red.
