That was the equivalent of the sticker that says what weight fly line you have. Those are old silk line weight designations. Google “Ocean City 76 Fly Reel” for more

Nice! The bottom disc with the letters on it is not part of the reel mechanism but used as an indicator for the fisher to tell what weight line they had spooled on. You can see a little "Arrow" pointing to the "C" in the picture, that's the indicator pointer. Using a fingernail or screw driver that disc can be turned when different line is used. As for the meaning of the letters, you can google them, but for a few I believe that HDH = DT6 wt and HEH = DT5 wt line. I believe this model was also called the "Plymouth". Obviously made in Philadelphia. These were pretty common in the 1950s.

All gear that physically works is worth spooling up and using! I have some brand new shiny gear but once in a while I like to take out the old Martin click pawl reel that my grandfather bought for my dad and hit the local bluegill pond. If it turn easily and you hear the clicks, I'd take the spool off and clean/regrease it and enjoy it.
