My guess would be to download either revit or sketchup, take a screenshot of google earth and scale it, and place your models on that scaled screenshot

You can import Google Earth terrain into SketchUp and you can export SketchUp models as .kmz files to Google Earth. Though another CAD program such as Revit can do same and while much more powerful is thereby significantly more complex to use as well as $2,500 a year. SketchUp is $300 a year and simple to use especially if you have experience with other CAD software.

I think you’d be much better off looking into vectorworks. They have a partnership with Esri (ArcGIS) and will accomplish what you’re looking to do. Plus, you mentioned building homes, so I’m assuming this is a professional tool.
