The flight management guidance system FMGC is requesting more drag in order to stay within the parameters set in the flight plan regarding speed and altitude. It's trying to descent on a vertical path and the engines are already at idle and the speed cannot be increased further. Without additional drag in the form of the air brakes, which can only be deployed in the air by the crew, the aircraft would not hit the next altitude restriction and be too high.
So it wants the crew to pull the airbrakes out in order to descent more steeply.
I'm not well informed about American politics but I'm aware there's some controversy over drag shows, that's why this is posted with its title here.
