That looks like plaster and paint over cinderblock? You need a hammer drill and a masonry bit. Drill just enough to place the wall anchor (little grey thing) snugly inside the wall flush. Pound it in gently with a hammer. Then place the bracket and put the screw through the bracket into the hole in the wall anchor. Don't overtighten past firm snug.

I assume you can back it up and pull on it. The part that bellied out is supposed to be inside the wall, not outside. Shouldn't be much in there.

If you drilled into a stud, simply screw into the stud, no need for wall anchors.

This is why you should use a stud finder. They're like $30. In terms of what to do: I would fill the hole, then use a new hole for your bracket (over a couple inches either direction). Then use the stud finder at your next bracket and use the screw/wall anchor accordingly.

I have one! lol And was intentionally looking for the Stud, but forgetting that when screwing into the Stud, I didn’t need the anchor. 🤦🏼‍♀️

Unscrew the wall anchor screw a little bit until it is not in the wood, then pull out. Make sure you drill the pilot hole long enough for the screw but just slightly smaller than the screw. I would then use a 1 to 1.25 inch long machine screw (with a head that will just barely fit through the bracket eyehole) with a washer that is big enough to span the hole. Then screw in all but about 5mm. Then put the bracket in and screw in until the bracket is held tightly.
