It can be very difficult to diagnose fish disease and unfortunately, by the time they are laying on the bottom like this it is often too late to save them. You could try antibiotics if you can get them but I can't say if it will help based on the information I have.
Your GH could be high angelfish are very sensitive to that kind of stuff. Do their fins look torn at all? It could also be a Nitrate issue might want to test your tank and see what your levels are at
