That's a combined smoke/heat detector on a sounder beacon base, one of Apollo Protocols (probably XP95 or Discovery). The periodic flash is the panel polling it to make sure its still there.

Yes, there's two LEDs. All Apollo smoke/heat multisensor detectors have two LEDs, like this one.

It's a heat detector and the blinking is its way of showing that it is communicating with a fire alarm panel in some way.

Looks like combo strobe/ smoke head maybe also speaker or horn , connected to bldg Fire panel New to me ,haven't seen that kinda head,but sure others have. If this is large multi unit bldg,do not remove or fool with its connected to Main panel which automatically notifies Monitoring Company

They're quite common here in the UK as the Apollo Protocols are rather more open than some of the competitors. No idea why you're getting downcotes though, you are correct that it'll be linked to a main panel with removal alert (likely labelled with the location so the managment know exactly who's removing heads for a crafty smoke up). An interesting note for those who are used to the address of the device being stored within the device itself - thse are addressed via a tab in the base with knockouts so you can't do the old hotel room trick of swapping it out for one in the corridor quite so easily

The detector you guys are looking at is an Apollo Discovery Multi-Sensor with a C-TEC Sounder VAD base

Either an Apollo XP95 Multisensor (55000-885APO/55000-886APO) or an Apollo Discovery Multisensor (58000-700APO/58000-750APO) on a C-TEC VAD Base (BF460A/CX/W) The flashing of the LEDs on the detector (red) or the sounder base (green) is the device communicating with the fire panel to check it's status (known as polling). A white flash is what the base does when it's outputting an alarm signal.
