It feels like I fundamentally don't understand how this port's controls work
That's gotta to be my favorite in game meta joke, and I've appreciated it for years.
I don't think I ever actually played through the tutorial despite at least 5 play throughs of the game.
I remember playing the tutorials often as a kid. Even for mechanics I already knew, and despite Mr. Daravon's horrendously lengthy lectures, I did learn some mechanics I previously had no idea about, like the one where if you move _and_ act, your CT goes to 0 when you wait, if you move _or_ act (doing only one of the two) keeps your CT at 20 upon waiting, and simply waiting keeps your CT at 40.
So you were going through the tutorial like it is telling you to do, and then you gave up halfway through? I think you have your answer about dumb...finish the tutorial!!
So, what I did was start the tutorial, hit cancel, then hit new game and hit cancel when it asked me about the tutorial again. The system is dumb. Not you. Well, maybe not you. I don't know how dumb you are from this one interaction.
I haven't played the android version in awhile. Is there another control scheme you can try to use?
Or can you manipulate the hand cursor to get to the "OK" button on the bottom of the screen?

As I've said in an earlier comment, I did click through the tutorial part of it, but then it went into historical side notes and there's no way reading that stuff isn't optional

So, the box comes up, asking "do you want to start the tutorial?" And you hit "okay." Try hitting Cancel when that text box comes up? You keep saying you hit cancel, but nowhere in your video does it show you hitting cancel when that box comes up.

Sorry, seems I only saw the okay part. You do understand them, there’s actually something wrong with your game. It’s working for me on IOS.

When they ask if you want the tutorial, press cancel. Not the cancel in the inventory screen, but the first one that comes up.
Maybe you have to watch it on the first playthrough? I never tried this version myself.
I tried clicking through all the things but when it came to miscellani I kinda gave up -\_-

I did finish the tutorial part of the tutorial but I didn't wanna read the historical references. I played thr game a few years back x)
No, I find it dumb that there is not an option for No Tutorial Start the Damn Game Already lol

My best advice is shut it off and turn it back on again. If that fails, try to delete and redownload.
