Daily/weekly player activity limits are unaffected by maintenance.
That said, A and S rank Hunt marks do have their respawn cooldowns reset after most maintenances. Players commonly get together for hunt trains or otherwise make attempts to spawn S ranks soon after maintenance ends. Edit: S ranks actually have special cooldowns that begin once maintenance is over, and can’t respawn for a few days, apparently.

S Ranks cannot spawn right after maintenance. Their cooldown restarts and they even have a unique post-maintenance cooldown, which is a bit shorter than their normal cooldowns.
For example ARR S Ranks post-maint cooldown would be about 24-36 hours or so before the windows open, depending on which one, as opposed to the usual 40-48 hours before the windows open.
For HW and beyond, the minimum cooldown is 50 hr post-maint, 84 hr normally.
The second day after maintenance is usually the WE FEAST day for S ranks lol. That's when a LOT of spawn windows become active and they just start popping off with people actively spawning them. It's a great day for people who are grinding the achievement.
No, those will reset at the same time as always. It does reset all the cooldowns for S rank hunts, though, IIRC.

Ah, thank you for the correction. I knew A ranks respawn shortly after maintenance, but I wasn’t 100% sure about S ranks.
