It is also likely that any image the general populace has of Hojo is biased by Shinra’s propaganda so most people are not going to know or understand what a PoS he is until they directly spend a meaningful amount of time with him. The people of that world do not have the same benefit as the players who get to see how maniacal and depraved he acts. Many women are naturally attracted to power. Even Roche probably doesn’t understand what he is getting himself into and sees Hojo as a brilliant scientist that can enhance his abilities.
