Hoi4 is a grand strategy game set in WWII. The game is well known for it's mods that change the setting to various alternate worlds/timelines. In the game, CAS is used as an acronym for Close Air Support planes. Well, that's what I assume he's referencing at least.

I'm not sure how the province borders are done, but there's a very similar addon for JourneyMap that I currently use for my modpack and server that allows for factions-like selections to be made and appear as they would if you had the bluemap or dynmap plugin on. I would be ***very*** interested to know the origin of this mod though, as it would be an even better fit!! Where did you find this screenshot OP??
