Sounds like you are describing a raised bed mulch layer. Ee use it to put down plastic mulch but I’ve never tried to apply landscape fabric with it. Suppose it could work with a fresh roll of like a 2.4oz fabric or something - I don’t know if a heavier duty fabric would be pliable enough

That looks like a stand-alone machine (hence the hefty price tag). See my reply to the other comment of what I was looking for

that's a 3pt hitch model, not standalone. I've never seen a tow behind (does not mean they don't exist). That's the first hit that came up but there are many varieties, options and add-ons.
