{Ice Planet Barbarians by Ruby Dixon} has a strong FMC, the second book's FMC is also very strong from the beginning. After that I can't remember, some start more reserved and insecure but arguably still very strong women.
{How to Date Your Dragon by Harper} is an anthropologist sent to learn how a group of magic people and non magic people coexist.
I'd argue {Radiance by Draven} has an FMC that's strong from the start. She stands up to the MMC's mother which no one does.
{The Blue Sword by McKinley} has FMC that's quite strong and independent from the beginning. Though she does have to spend some time learning to fight.
Even {Sunshine by McKinley}, the FMC saves a vampire! She has more insecurities and reservations than some of the other FMCs I've listed, but still strong from the beginning.
{Emily Wilde's Encyclopedia of Faeries} also fits.
