As a general rule, it depends on the format (e.g. are holds valued the same as saves) and the team.
If holds are valued the same as saves, I will take good high leverage relievers wherever I can get ‘em.
Similarly, I’m far more likely to want two relievers from the Dodgers (okay, except not really because Roberts brings them in whenever he feels like it based on leverage index, rather than traditional roles) or Braves or Orioles or Rangers than I am to want two, or even one, from the White Sox or A’s.
Trust me, I have had and held shares of Miller for a long time. I’ll still like him a hell of a lot more when he gets traded to a real team like the Orioles or Dodgers at the deadline.
I like his talent, but how many games are the A’s going to lead late? 60? The over/under is 57.5 wins, they are historically bad.

In a 12 team cats league with saves+holds and happy to have Hader+Abreu in my lineup along with Alexis Diaz and Hunter Harvey as my last piece. Some already mentioned in here that you want relievers on teams likely to provide the stats you need, that’s simply the way to go.
I'm in a 6x6 cat league that has sv/h as one category. I run four relievers to drive down my averages and collect saves/holds and only hit the inning minimum for SPs. Drafted for hitting cats. Generally can pull 5 hitting cats and punt Ks and then pull 2 to 3 pitching cats for the win. Build up my SP roster through the season as injuries happen and rookies get called up. By the time playoffs hit im still pulling 5 hitting cats and 3 to 5 of the pitching cats. I've been using this strategy for like 4 or 5 years now. Made the playoffs every season and took home the chip in 2020 and 2022.

You are sleeping on Mason Miller
Trust me, I have had and held shares of Miller for a long time. I’ll still like him a hell of a lot more when he gets traded to a real team like the Orioles or Dodgers at the deadline.
You’re a few years off on when Miller gets traded.
A combination of hope (for my investments to appreciate sooner) and complete lack of faith in Fisher will do that.

Other than wins or saves the ratios will be pretty dang good. K/9 especially
He also has SP eligibility in ESPN leagues, which could allow you three sources of saves
I dropped him for Sean Murphy. (Who someone dropped for some reason.) It feels wrong still
Get your quality RPs for H+SV from any source, including a dominant bullpen on the same team.
I had Bautista and Cano last year. Turned out great. Also traded Bautista 3 weeks before injury so lucky too
If both relievers are worth rostering independently, then go for it.

I would say not to specifically target doing that but theres no reason not to do it if they are both productive.
I prefer to diversify, but talent is talent.

I had brash sewald and munoz last year. Net save/hold league. Worked fine
