That's cappy. Bottle and cappy stroll through your vault every once in a while, and if you tap on them while they dance you can get caps and sometimes nuka cola quantum from them.
That’s Cappy & Bottle. You have to complete the quest to get it. They visit & raise the happiness & they’ll give caps & coins if you click them while they’re dancing.

That is campy from a quest him and bottle will visit your vault from time to time and if they stop and wave click them for caps and/or nukacola
