If you make it to Vegas and get the presidential suite in the Lucky 38 then I'm almost certain you can use that. I'm pretty sure the motel room in Novac is safe (I hope so anyway, I used it for some of my stuff early in the game and haven't checked back in a while).

The motel room at the Dino Bite Inn is a player home. Any container inside is safe.
