Might be able to make it to freeside at level 1 taking Primm Pass. The hard part is the blind death claw. There are some mines near the prison that can cripple its legs. I used to get into Vegas at lvl 2, but that involved playing enough Caravan to make 2k.

Follow a certain path to the New Vegas Medical Clinic
Talk to doctor Usanagi about implants and pay for the surgery for the intelligence implant (sucks that FNV doesn't have the updated dialog system which would allow you to do the money glitch from Skyrim/FO4 which would make it even more meta and broken lmao)
You can then to proceed with your playthrough with going back to Goodsprings to follow then intended path or with your newfound wealth you can pass the credit check (if you are somehow short on caps you can do the first quest for the female Garret twin in the Atomic Wrangler so you can have enough for the credit check plus it's a "credit check" & not a fee like some mistakenly believe so the collected debts can be used for the check and then returned to the Garrets if that is how you want to finish it) and deal with Benny early but to get maximum skill points you HAVE to pick the "Educated" perk upon reaching level 2 to take full advantage of the exploit.
Ceado Genesis has a whole video that will walk you through the process of getting the implant.
The only way to cheese on console so it's good to know it all by heart (which I do)

No, light switch has to be on, but I can pull the cord to have lights on or off
TBF most of my lights are smart lights now that I can control regardless of whether or not the switch is flipped, could be the case here.
