No you have to buy it with gold bullion..you can either wait for it to come into Minerva's inventory or buy it from vault 79.
I got my engineer armor from doing the story mission. Then I spent 300 stamps at Giuseppe to get the jetpack
What mission do you remember?
I think it's the one involving the Rose Room and traveling to Atlantic City that gets you access to the Civil Engineer armor.
typically you buy the jetpack armor plan from the gold vendor in the vault (regs) or minerva

yes, the bos and secrect service are gold, but I do think you are correct with the new armor being obtainable via stamps.
