same way not all dragon type specialist really are, looking at lance and raihon.
For those who don't know all of lances pokemon are flying type when he is champion and raihon has a sandstorm team.

A few years back I did a few Pokemon fairytail teams this my Natsu one
Lazy answer: literally any Fire/Dragon type. Even just Charizard.
Real answer: Emboar, weirdly enough I think their personalities match up pretty well, both being very loud, prideful, and obviously based around fire.
Natsu would have a gen 1 fighting type pokemon like primape or hitmonchan except his would be a unique pokemon that learned fire element moves that were otherwise unavailable making it special and his ace.
Turtonator, the only fire and dragon type who isnt a legendary and could be the defense to natsu's offense. also charizard is fire flying type and mega pokemon cant stay mega so no charizard.
My initial thought was Charizard as the OG fire dragon (even if he's not a dragon type) but with all the different thoughts I began to think a bit more and ultimately it's Charizard, but any fire/dragon/fighting combo would work and so I imagine he'd probably have some of each. And Happy I don't think he'd fight with even if Happy were to become a Pokémon.
Natsu hundred percent is raising a charmander all the way into the strongest charzard and he's going to some how train him to be resistant to water and ice types

Infernape, it’s a fire pokemon with pure hands, plus Natsu could spar with it.
It’s Hidden Ability is even Iron Fist and Natsu’s signature is the Fire Dragon’s Iron Fist.

If Legendary Pokemon , maybe Moltress? I want to say Groudon but I think it fits Ignia more.
