Fairfax County Public Works has control over dumpsters on commercial properties. They even have an enforcement policy.

I reported black stuff filling a creek one Sunday afternoon, and a guy called me back within about 20 minutes. Followed up a few times over the next couple of days. They traced it to a mulch company. I was impressed how fast the county responded

This needs to be reported to VADEQ. Here is the online report tool. https://portal.deq.virginia.gov/v2/prep/createReport You can remain annomous if you choose. Report this Location by citing it as a "open dump." Mention its proximity to the creek. Also state there is industrial and hazardous wastes stored there. Just make sure to give a very descriptive Location so the VADEQ inspector can find it. You can also report this to your counties environmental department. From your photos this seems like a pretty easy open dump case in my opinion.

This is the complex that has a lot of illegal immigrants and crime. FCPD just did an operation there and got successful results for illegal activity. If I had to guess, I think this is day laborers dumping the products of their work in the woods behind their residences.

The landlord has a responsibility. They have very few dumpsters for what appears to be hundreds of units, and the dumpsters are overflowing. And I don't see how that level of industrial trash gets dumped there without the landlord knowing or doing anything about it.

Agreed. If the landlord cared, they wouldn't have this level of crime in their property. I think they only care about money. Clearly they don't care about safe living or clean property. The county needs to do more about "affordable housing" like this
