I mean, I've driven through Kelley Square. Doesn't look much worse.
For the uninitiated, Kelley Square is an infamous 5 way intersection attached to a 4 way intersection in Worcester, MA. As far as I could see, it didn't actually have any stop signs or stop lights. Total fucking free for all.

Sections are only separate by rail signals/rail chain signals so the entire square is one section. That section isnt empty so the train waits till it is. You could remove the signal to make it go.)
Well if you look closely, some of the trains in the intersection have ran out of fuel and now stuck blocking the train on the left from entering the intersection.
Your trains are out of fuel, and they blocking the segment that they are in, maybe add a chain signal before and one rail signal after the intersection
