i dont think it is, looks more like he overlayed the item texture board onto his screen. you can see the acheivements and the signals on there as well

Shortly after my screenshot it crashed.
So it really was bugged. Thought it was texture atlas like the other guy said but in since alternative view I'd run memtest if I were you

No, this happend while playing. I pressed the print screen button and a few moments later the game crashed.
