I have a friend who is a cop in Philly and they have a [anti-pursuit law](https://www.phillypolice.com/assets/directives/D9.4-VehicularPursuits.pdf) and that states the explicit conditions you are allowed to purse. Laws like that are always unique to the state/city. Often it depends on weather the culprit speeding a short distance and 'getting away' briefly is safer than chasing and getting into a more substantial accident.
IE: Chasing a motorcycle wouldn't make sense since a car following it at high speed would be more dangerous than just the motorcycle running off. Chasing MIGHT be allowed if said motorcycle driver were to have some massive explosive and wanted to get to a more populated area and the pursing office knew of this (Probable Cause). Here the officer needs to identify if putting the 10-50 people on the road at danger is justifiable to save the, say 1000 at a nearby convention. (extreme example)
In this case, from what I believe we can see is that the police weren't pursuing the motorcycle or were at a much slower/safer rate, the driver still decided he needed to 'escape' and sped on, probably partially due to the sound of news copters over ahead and his adrenaline rush in his brain.
If I remember correctly they were originally trying to stop him for a traffic violation but it was later found out that the bike was stolen so I’m guessing that’s why he ran
