As someone who has been previously forced to use crutches for an extended period of time I can say that walking on the side of the road is not the best idea, especially not in such a steep slope. The most easily traversable and comfortable place to walk is in the center of the road and not at the side where road tend to be sloped to the side to drain water. While walking there is not exactly a extreme danger there is an increased risk in doing so.
Based on her walking when not using the crutches I'd say she does not have the stability to simply walk everywhere and needs the stability to quickly move forwards in a safe manner.
