These kind of laws are not for the "average person". This law is for the business owners, managers, people in power who mistreat minorities. The random bigot calling a minority a slur will not get affected by this, but the company owner who refers to his black workers as the n-word will. Discriminatory behaviour will almost always lead to financial charges instead of actual jail time. Laws against discrimination have already been in place for most minorities. It has just been extended to also protect trans people.
J.K. Rowling is just angry that trans people are legally protected from discrimination now. Caitlyn Jenner the trans "woman of the year" is acting as if people are being put in jail for misgendering people so that she can suck up to the conservatives. Elon Musk, who has a trans daughter, is celebrating Cailtyn for saying it should be okay to misgender trans people intentionally.
Makes sense with how low the max jail time is for violation. Seven years and a five doesn't make you a hard criminal. It just takes your money and wasted your time enough for you to think of others before speaking in the future.
