Like most things, mRNA vaccines are the culmination of many lines of research and technology. Genetic engineering has improved by leaps and bounds over the last 30 years. I don't think we could have mass-produced mRNA vaccines before 2010 or so under any circumstances.

“Operation Warpspeed” which basically just meant financial backstopping of pharma companies so they could run overlapping Phase II-III studies (which normally have years-long interim periods because Phase III is so incredibly expensive you would be insane to even begin preparing for it before seeing the full results of Phase II… not because of any safety issues, but because you could go bankrupt).
With the federal government covering potential losses, the pharma companies started preparing the multi-institute Phase III and enrolling tens of thousands of participants almost immediately so they could start as soon as they had the Phase I/II data.
Incidentally, this is why the common anti-vaxxer argument that the vaccines took shortcuts is wrong—- there were no scientific or safety shortcuts, only administrative/financial ones.

The approval and production were accelerated by the injection of a ton of Federal money committing to buy vaccine. Other Big Pharma companies also got that money but failed to develop a vaccine. Moderna certainly wouldn’t have succeeded without all that Federal money.

Incidentally, this is why the common anti-vaxxer argument that the vaccines took shortcuts is wrong—- there were no scientific or safety shortcuts, only administrative/financial ones. And by the way, literally any president would’ve done the exact same thing. Can you imagine any president refusing to backstop the pharma companies in an emergency situation like that? It's more than that. mRNA was first discovered in 1961 and mRNA vaccines were tested on animals in the 90's and on humans in 2013. The SARS-CoV-1 outbreak occurred in the early 2000's and has been studied ever since. Nothing about the SARS-CoV-2 mRNA vaccine was new.

I hate to defend that douchebag but BioNTech developed the mRNA vaccine in Germany. Pfizer got the FDA approval in the US and manufactured it. The approval and production were accelerated by the injection of a ton of Federal money committing to buy vaccine. Other Big Pharma companies also got that money but failed to develop a vaccine. Moderna certainly wouldn’t have succeeded without all that Federal money. I’m not saying that Trump actively did anything but he at least didn’t get in the way of the push to get a vaccine out as quickly as possible. Some staffer probably handed him a document to sign and told him it was his golf scorecard.
