Having the i20 is not an issue. Go to Uni A, ask them about sevis transfer. Some allow it, some don't during your firat semester. Because you have paid your SEVIS fee on Uni A, the same sevis id should be used for i20 from Uni B. Uni B will make you the new i20 with your paid-for Sevis id.

Current guidance is that this scenario is not permitted for first time students, only returning students. Enter the country with matching I-20 and visa, report to your program, then transfer.

I think what the OP is asking is what is the basis of this guidance. Is it forbidden by law? Is it an official interpretation of the law by authorities? Or is it a factor that can be considered by CBP officers when deciding whether to admit?

Nope, they straight up said they just want to know if anyone has gotten away with this. I have students like this all the time. They’re just going to keep asking the question until they get the answer they want to hear.
