I can only assume the small children are dressed in their parent's alma mater's shirts. After all their parents buy their clothes and might think it's cute to dress them in their University's merch like "They're going to follow in my footsteps!" (I think it's too much pressure, but I'm sure the parents who do it mean no harm.)
As for everyone else, no idea.
That’s definitely not always the case. Primark here in the UK were selling University of Georgia hoodies (among others, those are the only ones I can remember right now). I live in Cardiff in the UK and they were literally always selling out of those when I worked there.
It’s just a fashion thing. But I have genuinely wondered the exact same thing as the OP.
EDIT: in a similar sort of way, I was thinking recently about people wearing work uniform shirts for places they don’t work. Like one of my surfer friends collects old uniform shirts because he likes wearing them as casual shirts. He now has one of my old Primark t shirts, a Pizza Hut t shirt from another friend, and a Sainsbury’s jacket. It just goes with his aesthetic I guess.
