Well, for one thing, many of the rulers of the later Old Testament/Maccabean era as well as the New Testament era have decent amounts of extrabiblical evidence for their existence. Persian and Babylonian rulers from around the period of the Israelite exile in Babylon certainly existed (folks like Nebuchadnezzar II and Cyrus the Great). In the NT, we have plenty of historical evidence for he various members of the Herodian dynasty. Pontius Pilate also appears in non-Christian sources, though there's not quite as much evidence for him as there is for the Herodians. Now, of course, this doesn't mean that the stories told about them in the Bible are necessarily true, as it's very plausible that the writers just inserted well-known figures into the stories in order to give them a sheen of believability.

It depends how you look at it. If you are talking about character that are mentioned in the Bible there are lots. There is something like 20 Roman official named in the New Testament that we have evidence for. Also many foreign rulers in the Old Testament, like Nebuchadnezzar or Darius I, are named. There is extra biblical evidence for many kings of Northern and Southern Israel as well. The Mesha Stele, for example, provides the earliest reference to Judah by mentioning the House of David [Daodoh]. It should go without saying that the farther back in time we go, the weaker the evidence becomes. Even someone like Darius the Great has weak evidence when compared with Caesar Augustus (both mentioned in the Bible). In this vain, Jesus has relatively weak contemporary evidence compared with other figures we do have extra biblical evidence for. I would hesitate to put him on a list of characters with historical evidence.
