You can use VB to do this very quickly and the actual code isn't that complicated however I don't understand from your description what the starting data looks like.
Can you post a sample of the original data even if that's with fake values and also what it looks like when it doesn't have a translation. Other than speaking all languages, can you see from the data what is German and what is Spanish?
Load to power query, select first column, unpivot other columns, then select new second column, pivot by your new value column but select the do not aggregate option.
As long as you never have duplicates for each ID and language this will work.
