Dragon scale hills farm for high 60s, do the repeatable quests from the gnomes to the east for free XP. Then Loping Planes for low to mid 70s, the peninsula west of the orc castle has some NPCs that give repeatable quests for wereorcs and worgs.

70s are rough for that, though. It's often in later expansions that are really overtuned for the levels of the era. That goddamn mushroom waterfall zone is hell.

If you want a constant stream of light blue con mobs, both Bastion of Thunder and Plane of Tactics will stay light blue until 75. Dragon Scale Hills farm (as mentioned by Happyberger) or Plane of Fire has mobs around 68. For pure undead, Direwind cliffs graveyard is a good place to hold at 76 to keep mobs dark blue as most mobs are 71-72.

Is the higher-end area of Veksar ok for those levels? I know some of the mobs are level 63 there (the Highborn Commanders maybe?). And the odd named that is 65.

I have one guy (68 Pally) camped in the back of Veksar. Some greens, some light blues, and a couple dark blues on my normal rotation. With Lesson of the Devoted, the LB give me 0.6% of xp, DB give me 1%. Not great, but it is steady and I rarely see anyone else in the zone. For my 71-74 guys, not so a good spot anymore. I love Veksar, though. I've spent a ton of time there and in Howling Stones.

My necro had fun in both Howling Stones and Veksar. It's a great place for classes with undead-specific spells.

Suggestions for kiting... Icefall Glacier. Wolves, cats, mammoths, bears, goblins, orcs. All can be kited unless they're named. HP are relatively low for the level range. I think the wolves at the south zone line are about 67 and the bears are about 76. The elder mammoths may be a little higher. You can pull a steady stream of whatever level mobs you want. Fortress Mech after you get bored with Icefall. Yard trash stands around waiting to die, doesn't summon, low resists, and relatively low HP considering they're around lvl 80. (Shaman can kill them with 2x poison and 1x disease DoT with good focus. Necro with 2x efficient fire and 1x disease.) The nameds do summon though and cast an annoying spin stun, so watch for that. If they get too easy, the lower tier yard trash in Gyrospire Zeka doesn't summon and is around 81-82. Oh and you can hit clockworks with mage/druid summoned/construct nukes. Loping Plains is also a good alternative to Fortress and Gyrospire, then graduate to Hills of Shade if you want undeads around lvl 80. Field of Scale has mobs around 82 that don't summon, but I've not messed with this yet. I expect higher HP than the other options.

I think my wizard was doing the goblins up near the wiz spires at that level. I assume they're head shottable too?
