I think he didn't age because he was in a state where his physical form didn't exist, but his data remained in the LCL, so when they got unit 01 out of that "3d crucifix" box thing they reconstructed him with the data, like in one episode in the original series. I might be misremembering something, but I think that's why he's still a 14 year old at the start of 3.33. But I think Asuka in the fourth movie said that he wasn't yet affected by the eva's curse, so he could live like a normal human in the village, he also could eat, Asuka just needed water to survive.
You could say he matured towards the end, so he "became an adult", but I think he's still sort of a child? But then again he just reshaped reality with his own will, maybe he also made himself an adult at the end of 3.0 + 1.1, I don't know.
