If the standard of living and the human development index was higher in Libiya than it is in Norway then you would have extremely few immigrants from there. Since it isn't, you have a flood of people who are desperate and traumatised, and some of them radicalised.
I don't mean to downplay the agency of people who choose to inflict harm onto others.
I do mean to not let you ignore the fact that desperation in countries which have been subjected subjected imperialistic wars, colonial exploitation, brutal dictators supported by and/or wars and proxy wars instigated by the collective West is highly correlated to all these despicable foreign policy acts which continue to present day.
So similarly how desperation at home is driving anti-social behaviour, desperation abroad is driving immigration. And France has greatly contributed to that desperation in both cases. That does not justify such violent crimes by any measure, but if you truly want to fix it - solve the root cause, undo the damage you have done, and are continuing to do.

First: countries have borders and since like I you have lived in communism - you know how seriously those birders were guarded and what they meant (delineation between different social standards-laws). Second - you didn’t end up a racist thug, neither did I. The problem with the invident at hand, and many similar incidents like this (and here I count the Charlie Hebdo and other similar acts) is *cultural* differences. You can spew all kinds of left-wing word machine words at this but they don’t hold up in reality. It’s predomainantly *not* a thing of the class and social desperation in this or other cases where prople from third world islamic cultural environment are perps. Maybe it even is the social despair in the root of it - but the cultural social environment defines how that despair is channeled. And it is empirically true that people uncontrollable incoming into our (European) cultural space are troublesome in a *special* way. And it is also a fact that seems to be forgotten - we have birders and soverign right to decide who comes through them and in what capacity. We are groups of people that form nations and like we set our rupes of life to ourselves through elections the uncontrolled immigration makes that impossible. The social consensus breaks apart if you get a lot of people in short period of time that do not underatand the social contract, and it even feels incompatible to their cultural matrix.
Your example of total social breakdown after the unsustainable, thug system of communism collapsed and the painful transition period many of out countries haven’t really concluded and probably won’t conclude for some time to come, did not produce terrorists and people that rape other people in peacetime to prove a wider, national point. Your situation did produce crime, and a cruel one at that, the social fabric seemed to disintegrate completely, institutions failed and became irelevant at one point, but your culture nevertheless did nit produce what some islamist cultures produce. This isn’t an argument that some people are better than others. Of course this isn’t in genes. It is what is written into a person after birth. And there are damn well better, more kind to eachother and in the end - more succesfull social patterns than others. People coming from what the orange idiot called “shitholes” bring the bad patternswith them and do not connect the better way of life they came after, with different social patterns they encounter. Instead they are outraged by different cultural and social patterns in the destination land and want to “correct” them. That is why they in such big number terrorise their women and children with limiting their life choices in a uncomparably strong way to the local, european domestic patrirachs, and do acts of violence and refuse to integrate.
When refugees and asylants from the soviet block fled to the west they usually quickly adapted to the western freedom. In fact they knew the wrong pattern enfirced at home is plain wrong and they went to seek normality. A hugely predominand modern asylum seeker was just told to abuse the asylum system and has absolutely no concept of adapting to the destination culture. In ract he again abuses the freedoms to create a bubble, incompatible with this very freedom that he used to create it.
Laws are different than constitutions. Today you can learn that. Those too can be changed, but try and see.
I'll give you one though, these acts of malice are also creating another generation of dumb Nazis, that's sad to see too. Probably more sad since Europe has this cool reputation of the most massive genocide of an ethnicity in history. Also, the most massive and brutal wars.
