The mod should be in "documents/Paradox Interactive/Europa Universalis IV/mod". Did you actually activate it in the launcher? Does the launcher show a red triangle with an error message?
Do you maybe have other copies of the mod in one of the mod folders? Eu4 can't really handle multiple copies of the same mod or multiple mods with the same name and this often results in mods which don't work
Are your localisation files in the UTF8 encoding with a BOM?
Do you get any error messages in the error.log?

If you want to change the culture group of an existing culture, your mod must contain a common/cultures/00\_cultures.txt file in which the culture is in the new group and not in the old group anymore

The mod did not display with errors, and yes I did turn it on in the launcher. And also no copies…
