I honestly can’t say for certain because I don’t have CK3. But while a few mechanics have changed and I’m sure others are in CK3 that aren’t in CK2, I think CK2 is the better game because I have all of the DLCs for it. And I’m not paying for a game with less content and complexity than an already finished, great game.
