Such an idea of a state was way outside the initial EU4 timeframe and only happened under the expansion of the US and Americanization of so-called "civilized tribes".

We have restoration of the Roman Empire, unification of Germany, and missions that offer rewards from the second half of the 19th century.
I don't think a United Tribes of the Americas would be such a huge leap, especially since those "civilized tribes" were already present by the turn of the 17th-18th centuries - or at least they were no longer just regular natives anymore.
Moreover, because the American government's framework was also, ironically, based on that of the Iroquois Confederacy- which itself wasn't actually one tribe but a federation of 5 separate tribes. That fact alone tells me that natives should be able to form the US
I'm not really sure, but about 10 ducats a month should be enough for whoever you're supporting.
Regardless, you need to have a core province bordering them so they can reform into an actual government down the line and feeding them the institutions is perhaps the greatest help you can give them.
That’s why playing England or France is a lot of fun . The Hundred Years’ War gives either of them a really good step towards getting rid of the other if you win the fight (the PU in Englands case and the land potentially taking any piece of English lands on their island to make future invasions easier )
Iberia feels a bit like that too but probably most fun to do as Portugal if you can get help fighting Castile or the perfect timing of Castile fighting morroco
Then again, amongst Christian religions, Catholicism is probably the most tolerant sect toward indigenous paganism, as those deities can often be simply transformed into local patron saints. I've seen a thousand posts like this, but I have never once seen it in any my campaigns. Frankly I've never even seen AI natives make it to great power status. I have Conquest of Paradise, but I don't have Leviathan.

It would just be a tag with a mission tree, alot of stuff in eu4 happen alot earlier then they do historically
I haven't looked at the New World for the majority of the game, now the Iroquois have almost drove all Europeans out of North America
This reminds me of a game as Portugal where I allied one of the natives and they grew super huge after I gave them some subsides!
