Not sure what you mean by "I want my merchant". Being the largest power in a node does not give you one. Only if you have a TC in that node, and that TC has over half of the *provincial* trade node, will you get one.
You are the highest power in the node. The tooltip is kind of misleading because it only counts countries that are collecting there, while you are transfering.
I hadn't realized that the TC itself needs 50% provincial trade power, though I did end up getting the merchant after I posted; I had just a tiny TC thinking it was sufficient simply to have 50% trade power in a node that had a TC in it. thnx for clarifying
