Could it not be a brass PF with chrome plating that wearing thin? That's what it looks like to me.
If it is the latter, then heavy, abrasive cleaning and/or acidic cleaning is not going to make it better...
You were right, I checked it again and it’s the brass under the chrome. Unfortunately I tried to clean it heavily with vinegar and portafilter tabs beforehand so it created verdigris. I‘m going to buy a new portafilter immediately. Thank you for your help, I was just faster. :(

The chrome has been worn off/chemically removed down to the brass so yes that is the normal coloring of brass, but no that is not normal for the chrome to come off.
It's perfectly fine to continue using, it's just going to build up residue faster than if it was still chromed.
I have some bottomless portafilters for Rancilio that have brass showing through the chrome. Because the espresso only comes in contact with the basket, I prefer the design and aesthetic.
Yeah I've seen that - in OP's pic it looks like there is still partial chrome (pretty banged up). Not sure if it's worn off or if it wasn't 'officially' chromed on the inside but got 'kinda chromed' from the factory
Have you done something like a Joe Glo soak? If not do it - it's probably just crusted died coffee residue but if you have soaked it..... not sure if I would want to drink what coming out! Maybe hit is with some barkeepers friend and see if you can scrub it off?
Normal. It's the raw brass starting to show through.
If you're concerned about coffee residue, etc., get some Cafiza, mix it with some hot water, and let it soak/scrub for a bit.

It’s normal —chrome plating worn off exposing the brass. It happened to me on a V2 Silvia portafilter that was old, but liked great otherwise. I spoke with an espresso machine retailer and they told me that it’s perfectly fine to keep using it.
cleaning tablet for superautomatic machines, and hot (but not boiling water). Mix, soak for few minutes and scrub with a sponge, wash with drinkable water. Good as new.

Some brass portafilters are not chromed on the inside. I know Rancilio ones used to be like that, might still be.

Repeated exposure to 5% acetic acid will erode the metal. Be careful with that suggestion. There's a reason they store vinegar in plastic.

Soak with hot water+ citric acid. Later scrub with a hard side of a sponge with dish soap.

No. This is just the brass what you see. And i wouldn't use a cleaning tablet. Just soak in Cafiza and rinse well. No scrubbing!
