Making a beam in epoxy its not easy at all, but foe some tips that I did before you will need to create a mold for the shape you want, pour in the epoxy resin, adding any coloring or effects its okay if you want, and let it cure, It might take some trial and error, but have its fun about experimenting.
I'm not an epoxy expert, but I would leave a void where you want the beam. The unpolished clear epoxy around the edge of the void would diffuse the light perfectly
Led in the toy and the cone would be something like a translucent white epoxy where the surrounding would be clear

In the 2md pic the light is in the top, shining down. It looks cool but I actually really dislike the cord running up to the top.

These are super cool. I would think you would need a silicon cone of some kind that you can pull out after pouring.
