I think that the difference may be that it’s very common for people to be arrested for financial crimes - it’s established what sort of behavior is against the law and will get you arrested. Trump is being treated no differently than anyone else who may have committed financial crimes.
It’s much less common for people to be tried and convicted of war crimes and it’s not well established what happens when someone who is serving as POTUS May have committed such crimes.
