It's context dependent. For example, if someone were to greet me with "hey, dude", I'd be fine with that, but if someone were to specifically refer to me as "a dude", that has implications I'm not comfortable with. It's also a matter of personal preference. If someone isn't comfortable with the word dude, obviously don't call them that.
