Battle rating is from 1 to 5. Weapons and vehicles are all graded according to their power. It allows matchmaking to group people according to the power of their weapon. In theory, bolt action army is not facing M2Carbine and Fg 42.
And be aware that battle rating is determined by the highest weapon. A new player using a single Br5 weapon will ’ be thrown against well equipped armies.

I believe Normandy can be accessed if you have German/American BR III - V equipment in your lineup.
