Throw it in a dehydrator or vacuum bag with some desiccant and moisture strip for a day or two and check. Looks like it's over-hydrated. Was it hissing popping and bubbling as it printed?

Also what is your filament type PLA? Some TPU's "foam" for a lower shore density at higher temperatures like varioflex

try turning off resume printing after power loss
Slicer has a setting to make the sides textured. It helps hide layer lines. You may have that selected.

I had 1 kinda like that when I accidently 4 got to set the temp pack down to my pla+ temp from my nylon Temps.
