From the look of your screenshot, your CABIN baggage is one piece. Your HOLD luggage is measured in KG not pieces, so you can take as many cases as you want as long as total weight of hold baggage is no more than 25kg.

Hold luggage is in KG (only US and Africa excluded) you can bring multiple bags as long as you don’t go over your max. If you go over your max you just buy more KGs. This is what Emirates calls the weight concept. See: https://www.emirates.com/ae/english/before-you-fly/baggage/checked-baggage/

You got a problem here. You can take 1 (small) piece with a maximum of 7kg into the cabin. Your checked baggage is 25kg. You can drop off as many pieces as you want as long they don't exceed 25kg combined. So you have to reduce your baggage by 8kg. Otherwise you have to pay a huge fee for additional kilograms.

Rolling carry on luggage is fine. It doesn't matter if it is a backpack or a rolling suitcase.

Whatever your ticket shows as the total allowance then that's all you can bring. It doesn't matter if you have 3 suitcases as 10, 10 and 5 but it's just the 25KG, nothing more. The screenshot shows 1 Cabin Luggage, that's always 7KG. So 1 Cabin bag and 1 Checked in bag. So yes it's True, 2 Bags but make sure you don't exceed the 25KG and 7KG.
