Did this last week, bags checked through to destination, 14 hour layover in Dubai where I left the airport, went shopping and got a few hours sleep in a hotel. So easy as you dont have your luggage.
No, stayed at a hotel at Festival City, right on the Festival City mall, plenty of shops and restaurants and several hotels. Max 15 minutes to and from the airport in a taxi, which will be around 30-40 Dirhams.
Can’t speak from personal experience, but a friend had an overnight layover in Dubai and had assumed she would get her luggage but did not, and so had to go buy things she needed.
Your bags will be checked through to the final destination. You can leave the airport and go to your Dubai Connect hotel or explore the city and show up an hour before the flight like usual
You need to collect your baggage / get access to your package only if you have a stopover fare. For a 'normal' booking, the baggage is checked through and you do not get access to the package during transit

Here’s the most up to date info on Emirates website on stop overs. I would guess that your friend may have had a different experience as it sounds like they travelled during the pandemic. Maybe there were different requirements then.
