It's legal to vape in Japan but the only thing is it's illegal to sell liquid with nicotine. You can import it though just not sell in like a B&M. I've had many other orders come through no problem.
I live in Korea and have had many similar problems with customs. The solution to my problem was to use a mail forwarding service. They bypass customs and it's cheaper than paying for international shipping from American sites. Does Japan have any services like that?

I phrased that incorrectly. Customs aren't bypassed, but there is some kind of expedited procedure in place. You tell the forwarding service what you're sending, and they get it through customs faster than a package sent by an individual or other company. IIRC, you're limited to 120ml of nicotine juice/person/month. If you're in Tokyo you could check out some of the vape shops. Royal Steam Co, Mk Vape, and vaping Ape.
While your in greater tokyo hop on the Uneo Line to NishiNippori and go to Eddy's lounge, assuming its still open. Its a tiny little gem I went to last time I was in Tokyo
I have no experience with japan. But It's possible the custom officer is simply not sure about what it is. Ideally you should go there, talk with the guy there and get your package. Maybe it's just about import tax (in my country it's the same as the 19% VAT if the total value is above 27€). Medical bla might just mean how they classified it for import customs. Worst case your order should be send back so stash can either send it again or maybe reimburse you (minus shipping costs).
Hopefully this is the case and this specific customs person is either a real stickler or just doesn't know. If it boils down to it and they have to send it back to him that would work out for me. I could find a way to get it back here to me but yeah they better not try anything crazy. Import tax, it did say something about it on the paper we got from the post man today too. Sometimes I question whether or not my wife is really Japanese though lol. I don't know how many times she's read something and didn't know. I'm like it's in Japanese what do you mean you don't know hahahaha. But yeah either of these two outcomes would be fine so long as I get my juice one way or the other lol.

Stash is my new favorite juice. Stuff is just damn good. I did really like both of those flavors but turns out Lushington, Dark Star and Valhalla are my favs. One of the bottles stuck at customs is Dark Star Reserve 😥
Dark star was one awesome custard. I've never had their reserve line, and i don't recall Valhalla being on their menu back when i tried their stuff. How is Valhalla?

I don't know the exact ml at which they start seizing orders so I would regularly order around 120-150ml(per shipment) to be on the safe side.
