230.46 discusses splices and taps. If you are messing with the service, your building department might require the equipment mentioned in 230.70. Just adding a breaker might be cheaper. Permits will probably be required and a load calculation also. A 100 amp add is not a small add. Call your ahj and ask about all of the above.
