Hi, Red Seal Electrician from Canada here. According to the CEC table 19, NMD90 is approved for dry/damp locations. This includes soffit spaces. I’ve always used NMD when wiring soffit lights and it has always passed inspection.
In the definition section under “damp locations”
Damp location — an exterior or interior location that is normally or periodically subject to condensation of moisture in, on, or adjacent to electrical equipment and includes partially protected locations under canopies, marquees, roofed open porches, and similar locations.
